SILVER SPRING, MD – March 17, 2003 – WorldCell, a leading edge provider of international cellular service, has formed the WorldCell Roaming Service Bureau (RSB), Limited, which offers true global roaming to wireless operators and their subscribers.  Operators employing WorldCell RSB, Ltd. can give their subscribers the ability to use mobile phones and their existing phone numbers anywhere in the world, irrespective of the technology used by their home network.  

WorldCell RSB, Ltd. offers a turnkey solution to wireless operators, allowing them to extend their coverage beyond what they currently cover, and eliminating the technical and logistical barriers to cross-protocol roaming.  Through roaming agreements worldwide, WorldCell RSB, Ltd. is able to support a variety of wireless standards, and provide a mediation platform across different wireless technologies.  Operators will now be able to access different platform services, without having to build their own.  The WorldCell RSB, Ltd. package includes a cross protocol mediation platform and a handset fulfillment/provisioning outlet.  Additionally, WorldCell RSB, Ltd. will handle billing and signaling conversion, activation processing, international customer care, end-user billing and fraud protection for wireless carriers.

WorldCell RSB, Ltd. is to be used by wireless operators in the Americas, enabling their subscribers to roam internationally on GSM networks.  WorldCell RSB, Ltd. eliminates the barriers caused by disparate wireless technologies and the requisite maintenance of worldwide roaming agreements.   Any TDMA or CDMA carrier can employ the turnkey RSB to offer a solution to their customers who travel internationally.  Of the 240 million cellular subscribers in the Americas, 90 percent do not have access to global roaming services through their carriers.

Today, WorldCell RSB, Ltd. is operational and in the first phase of testing with a major U.S. wireless operator.
